Get another base Tuvala Longbow and it should come up as an option to repair max durability beside the memory frags. I think it will repair 10 durability per each basic Tuvala Longbow. You have 3 months to get your gear to PEN and there's no k benefit to doing it early, you can hit level 61 with TRI gear. So don't spend any crowns or silver on season gear. You get 600 stones per week and 20 per day from season quests. 3 months is way more than enough time to get the gear to PEN without crons
